MCLEAN, VA – Easy Dynamics commends the General Service Administration (GSA) on its Equity Study on Remote Identity Proofing publication. Easy Dynamics developed the Identity Verification API (IDVA), which served as the central platform for the groundbreaking study. The IDVA provided a secure platform to evaluate identity technology, ensuring privacy and enhancing security. GSA utilized the IDVA to examine the impacts of ethnicity, race, gender, and income on the identity-proofing process.
The study, part of the Biden-Harris President’s Management Agenda (PMA), focuses on prioritizing customer experience and equity. Understanding the current landscape of remote identity proofing can address potential barriers to ensuring fair access to government services. In partnership with the Center for Identification and Technology Research (CITER), a National Science Foundation (NSF) Industry/University Cooperative Research Center, GSA designed a rigorous framework for evaluating equitability in biometric vendors. GSA selected five vendors, assessing a range of identity proofing tools including facial matching, as well as non-biometric methods such as phone-account ownership, personal information validation, and security. Easy Dynamics was tasked with designing and developing the IDVA to integrate these technologies while safeguarding user privacy. This work directly reflects Easy Dynamics’ mission to design, build, and secure systems that protect people, places, and way of life.

The findings highlight the need for ongoing scrutiny of identity technologies to ensure fairness and equitable access. These insights align with the forthcoming NIST 800-63 rev 4 Digital Identity Guidelines and contribute significantly to the Executive Order on Racial Equity. The GSA Equity Study on Remote Identity Proofing will define gaps in existing technologies, helping GSA deliver an innovative and unbiased user experience to everyone.
